Utility Rebates & Assistance Programs

Meeting the needs of our customers is very important to us. Below is a wide variety of programs that provide valuable rebates and services in the Banning area.It is our hope that the following information will be a guide and support for our community.

Utility Rebate Programs

The City of Banning offers monetary incentives for the purchase of a variety of energy efficient products including:
~ Refrigerators
~ Energy Star Products
~ Ultra Low-Flush Toilets
~ Installation of Attic or Exterior Wall Insulation, & Whole House Fans, Window/Door Replacement

Banning Electric Alternative Rate (B.E.A.R)

B.E.A.R is a program established by the City of Banning to assist qualified low-income city residents with their electric bill. The program is administered by the City of Banning and is funded by the state mandated Electric Public Benefits Charge. Upon approval, qualified applicants will be put on the Low Income Qualified Baseline Service rate, which will result in an annual discount of up to $380 on the electric portion of their utility bill.

Community Action Partnership

Community Action Partnership of Riverside County offers many programs and opportunities to help those in need. Here are a few programs related to utility billing
Low-Income Home Energy Assistance Program (LIHEAP) provides qualified low-income Riverside County homeowners and renters with utility billing assistance.
Weatherization Assistants Program provides free home energy conservation services to qualifying applicants. These services will reduce energy uses and lower utility and heating bills.

California Alternative Rates for Energy (C.A.R.E.)

The CARE program provides a 20% discount on the monthly gas bill for eligible households. In addition, those who qualify--and are approved within 90 days of starting new gas service--will also receive a $15 discount on the Service Establishment Charge.

Gas Assistance Fund

The Gas Assistance Fund helps customers who are having financial difficulty with paying their winter gas bills. This program is made possible by generous donations from the gas company customers, employees and shareholders. Southern California Gas Company (SoCalGas) and United Way of Greater Los Angeles work with volunteers to assist income qualified customers with obtaining a grant to pay their SoCalGas bill.

Energy Crisis Intervention Program (ECIP)

The ECIP program helps make electric and gas bill payments, wood, oil, and propane payments, and furnace replacement and repair on behalf of those households who are identified as to be in a crisis situation. An ECIP payment will be made when an applicant receives a 24 or 48-hour disconnection notice from their utility company or another utility service disconnection notice that would involve a life threatening and/or emergency situation; if the applicant requires assistance with establishing a new account; or if the applicant’s utility services have been terminated or shut off.

Electric Utility -Medical Baseline Allowance

The Electric Utility Medical Baseline Allowance is for Customers who require special medical equipment or heating & cooling allowance due to a serious medical condition. The standard Medical Baseline Allowance is 500 kilo-watt hours per billing cycle, in addition to the standard baseline allocation.

Gas Company-Medical Baseline Allowance

The Gas Company Medical Baseline Allowance provides additional gas for Customers with certain medical conditions. Qualifying Customers will receive 0.822 additional terms per day, billed at the lowest baseline rate. To be eligible, you or a full-time resident of your home must require additional heat due to a qualifying medical condition.
